Tan Chuan Jin, Singapore’s Minister of State, National Development and Manpower, announces the changes to the Employment of Foreign Manpower Act (EFMA) that were passed by Parliament on 11 September 2012. In gist they are as follows:
1) Establish administrative penalty regime to complement criminal prosecution;
2) Include new presumption clauses and expand investigatory powers; and
3) Include new stand alone provisions for EFMA contraventions and increase penalties.
These efforts will bolster MOM’s efforts to ensure that errant employers and agents do not take advantage of foreign workers without incurring heavy penalties. In turn, it is hoped that Singapore’s reputation as the place to work and live can be enjoyed by foreign laborers who help build the nation’s world-esteemed infrastructural projects.
