Can I apply for a Letter of Consent prior to incorporating a Singapore company? Why do I need to appoint a resident director?

Only companies which are incorporated in Singapore can sponsor Letter of Consent (LOC) applications. All Singapore registered companies must have a resident director, to be in compliance with Singapore rules and regulations.
