No. You have to apply for an Entrepreneur Pass (EntrePass) separately.
In addition, your application will be subject to review by three government agencies, SPRING Singapore, the Infocomm Media Development Authority (IMDA) and the National Research Foundation (NRF), according to prevailing criteria.
